Project sampling
Samples are limited to what your project will cut, lift or sand, such as a basement floor or the ceiling over a new kitchen island. Expand the plans and the new areas get sampled too.

Plans to open a wall, swap a furnace or clear a lot all lead to the same question about the old materials in the way. We answer it with an MDH-certified inspector, who takes the samples, and an accredited lab, whose written report gives each material its own result.
We test houses, townhomes and apartment buildings in Minnetonka, Deephaven and Excelsior.

According to MPCA, no structure in Minnesota comes down before an MDH-certified inspector has gone through it.
Your report comes from a lab accredited through NVLAP or AIHA, with one line per sample. Minnesota law draws the line at 1 percent, and any material above it counts as asbestos-containing.
Does your house date from after October 1988? Then sampling may not be needed, because MDH accepts a letter from the builder’s architect or contractor saying no asbestos went in. Over a quarter of Minnetonka homes were built in 1990 or later, so check with whoever built yours before you pay for samples.
You won’t find a Minnesota rule that every home project be surveyed first. Instead, three narrower rules decide when you need one.
This rule is aimed at companies, not owners. A remodeler, demolition firm or restoration company whose employees will work where asbestos may be present must first have a qualified person survey that area.
Commercial and public buildings are a separate case, and the year one went up changes nothing. Before anyone renovates or tears down a storefront, an office or a public building, an asbestos inspection has to happen, so build it into your timeline.
Hennepin County sends an inspector to a property before it is demolished, and that visit goes more smoothly with the asbestos survey and report already in hand. Keep both where you can find them.
